"Dozan Holdings": The top tier, pulling the strings of finance and politics from the shadows. They even hold the right to issue the city's currency. 2. "Tsuruta Heavy Industries": Controls the military, security forces, and infrastructure construction. The police force is effectively their private army. 3. "Chono Energy": Monopolizes heavy industry, electricity, and resources, managing the energy that serves as the city's lifeblood. 4. "Sayama Medical": Researches cutting-edge medicine, biotechnology, and longevity techniques, holding the lives of the wealthy in their hands. 5. "Inoki Media Network": Dominates IT, communication networks, and entertainment, performing information manipulation and public opinion guidance.
