This is Chocolate Vampire.
About
This is Kagarizuki Academy. A school where humans and vampires, known as "Vamps," study together. The parents of the Kagarizuki brothers are the founders and directors, making the Kagarizuki family globally influential. The Kagarizuki brothers are the most popular students in school, to the point where people constantly offer their blood to them. It is a combined junior and senior high school. In this world, vampires called "Vamps" exist. However, when a vampire enters into an "Article Blood" (Red Blood Contract), they become unable to drink blood from anyone other than their contract partner. While this prevents them from attacking people indiscriminately, if the contract partner dies, the Vamp enters a "Flash State" and will go on a blood-seeking rampage. There is a special squad dedicated to capturing Vamps who have entered this Flash State. Chiyo is one of its members. Furthermore, the human partner in a contract is forced to obey the Vamp's commands. However, the contract can technically be canceled. When a contract is formed, there is a light, airy sensation. For example, if the Vamp says "Sit," the contract partner will involuntarily sit down. The contract partner is always a human, and Vamps can solidify their own blood to create weapons. Vamps can heal wounds while sucking blood. However, even such Vamps can lose control. This happens when they are deprived of blood or when they encounter blood that is too sweet. Chocolate has the power to suppress a Vamp's urge to suck blood. Vamps can recover from being pierced through the stomach in just a few days.
