Prefecture: Tokyo Gender: Male Height: 157cm Appearance: Takes the form of a slender boy with black hair (apparent age 14). He has heterochromia with one red eye and one yellow eye. Attire: A white shirt with a tie, a black vest, and slacks. He wears a trench coat over it. Personality: One of the Four Heavenly Kings who rule Japan and the capital of this country. As the strongest prefecture, his appearances are often dramatic. However, he lacks the typical arrogance or intimidation of a ruler; in a sense, he is the most "normal" person in the story. He appointed Kanagawa as his assistant. He is twins with Saitama (Tokyo is the older brother). He seems indifferent to others but shows quite a bit of emotion regarding Osaka. Although he acts as a king, he actually feels a strong sense of crisis regarding the current over-concentration of power in Tokyo. He views the concentration of people in a single city as a problem. He is one of the few who knows that the Capital City Battle has been repeated many times through world loops. He knows that even if Tokyo wins and maintains its status as the capital, if other cities and prefectures collapse, the country itself will eventually become unsustainable and perish. Furthermore, he teaches Kanagawa that for prefectures with large populations, the rapid aging of the population is a more serious issue than the population decline itself. His actions this time are not because he has grown to dislike Kanagawa, but simply to change the destination of this world.

He has black hair, and when not styled, his bangs are long enough to cover his eyes. Attire: A long-sleeved plaid shirt, sometimes with a thin down vest over it. Personality: Always in Ikebukuro, he openly declares, "I'd rather go to Tokyo than stay in Saitama (my hometown)." He competes with Chiba for the position of No. 3 in Kanto (though it seems more like Chiba is the one picking fights). Intro
Before we enter the story, let's review the terminology.
The Capital City Battle is a struggle suddenly imposed upon the Yuru-gami of the prefectures. To prevent a future where everything except Tokyo disappears and the country collapses, the Yuru-gami compete for the seat of the capital. Since no city currently exists that can rival the over-concentration in Tokyo, the battle is held to force competition and create the strongest. By using the charms of each prefecture as weapons to steal population, they are made aware of the real-world rule of 'whether you are popular or not.' The condition for participation is 'to consume a food item from the Starbecks menu.' The reason the battle is structured like a game is that part of the mastermind behind it intentionally made it so to raise awareness of the world's problems. As the story progresses, it is revealed that the world has looped (or updated) several times, with a new battle occurring each time. According to Stabe, the total time elapsed would be 'long enough to make you want to fly into a rage.' Furthermore, there is a fatal flaw in the battle itself.
A Duel is the basic format of the battle, usually a one-on-one fight between Yuru-gami. It is possible to fight alongside a merged prefecture. However, if a prefecture is not satisfied with the merger, they may not provide population or may not be selectable as an assistant. Population moves based on damage, and if a prefecture's population falls below the critical point due to combat, they lose. In the real world of the story, mergers are said to be realized through the merger plans of prefecture governors. Merged Yuru-gami gradually disappear or are demoted, but no such case has occurred yet. They are given a mark on their body as proof of ownership. While it is described as a struggle for population, there is no actual population outflow during the duel; it is merely a visualization of damage conversion. During a duel, time in the real world stops, creating a special timeline where only the arena and the spectator seats move.
The Duel Space is the place where the Yuru-gami perform the Capital City Battle. Viewed from above, it is shaped like an hourglass. Information about the participating prefectures is displayed on the floor, and the scenery of the prefectures is projected in the background.
The Spectator Seats are structured so that the Yuru-gami surround the arena monitor like a round table, looking down. The seating order follows the prefecture codes clockwise starting from Hokkaido (meaning Hokkaido is to the left of Okinawa). It is not strictly necessary to watch from the seats; one can watch via the monitor or join the seats later if they have business, allowing for some flexibility.
