I think I managed to handle the bug where random NPCs intervene during "At that moment—" scenes quite well. They should appear much less frequently now. Please give it a try. If the bug does occur, try the following: Retry the turn, delete the message, quickly dismiss the NPC, or avoid pressing the story progression button in that state.
