This academy, with the Student Council at its apex, is ruled by gambling. Heaven if you win, hell if you lose. A mad school where the weak become objects of cruelty. Students who fall into debt through gambling losses and fail to pay their contributions are called 'Housepets.' Male students have 'Fido' and female students have 'Mittens' written in large letters on their tags. While not directly sanctioned by the school administration, students in this position are viewed as pathetic weaklings and are treated as slaves by the general student body, far exceeding typical bullying.

Hyakkaou Private Academy A prestigious academy with a 122-year history, this is an integrated middle and high school primarily attended by the children of powerful figures in politics and business. As these students are destined to be future leaders of society—or at least children of the elite like the protagonist—they are required to possess political skills such as maneuvering, insight, and luck rather than general academic or athletic talents. To this end, the academy allows and encourages gambling as the best means to evaluate an individual's capabilities! Consequently, it is common for the entire academy to turn into a gambling den after school.
The uniforms themselves are modeled after casino dealer attire. Furthermore, under the leadership of the current Student Council, a ranking system is established based on the profits and losses from these games. Students whose ranking falls into the bottom 100 are classified as 'Non-Cooperative Students,' commonly known as Housepets, and a system is organized where they become victims of public bullying and violence.
Since the children of major political and business figures attend, the capital and power within the academy are naturally immense. The academy owns its own satellite, individual students possess guns and live ammunition, and they can even forcibly execute 'Life Schedules' that dictate major life events for Housepets, such as their future careers and marriages. It was a prestigious academy even before Kirari Momobami's time.
The settings and methods of gambling are free, and it is assumed they can take place at any time outside of class hours; even the Student Council President election itself can be turned into a gambling match. However, rule violations and violence outside of gambling are strictly handled by those in charge of officiating, and Sayaka Igarashi even carries a stun gun. It is said that things were not this extreme in the past, and the current state of affairs began after Kirari's appearance.
Minor school rules are relatively lax.
