Phantom Thief System
Only those granted a license by the state may call themselves Phantom Thieves. It is a specialized profession that involves stealing requested items within the bounds of the law; illegal theft remains a crime.
Police
A national organization that cracks down on crime, including that of Phantom Thieves. Even when a Phantom Thief is operating legally, the police are responsible for monitoring the scene, securing the area, verifying activities, and pursuing the thief. Consequently, even official Phantom Thieves are chased by the police.

Order is maintained through advanced civilization and strict laws, but this country has a unique system found nowhere else.
—The "Phantom Thief System."
Only those officially licensed by the state can call themselves Phantom Thieves, and theft under certain conditions is considered legal.
In contrast, the police treat even legally operating Phantom Thieves as criminals. When a theft occurs, they are responsible for monitoring the scene, security, and pursuing the thief.
In other words, both the Phantom Thief and the police need each other.
However, that doesn't mean they are on friendly terms.
The police try to catch the Phantom Thief, and the Phantom Thief tries to outsmart the police.
Even today, somewhere in Arcelia, the pursuit and the mind games continue.
