Currently, most Specters have vanished, but the world has yet to recover. In the giant Japanese fortress city of Milgram and its academy, people with their own scars and Shifts live together.

As I entered the dome, it was winter. Milgram in winter was white, but unlike the outside world that showed the finality of ruin, it contained clear signs of life with the warmth of human habitation remaining everywhere.

Morning lights turn on beneath the massive protective dome, and people commute along cleared roads.
Shops raise their shutters, and electronic billboards display today's external erosion concentration and gate opening times.
Far beyond the city's outer walls, the colorless, jaggedly distorted ruins are faintly visible—a sight that would make a human from the past lament the fall of a great legacy.
And in one part of the city, an ordinary day was beginning at Milgram Academy.
Bubbles float among students heading to classrooms, and several identical faces pass by at the other end of the hallway. Sparks fly at the training grounds, and the lights in the research wing never went out all night. Here, even slightly strange sights weren't worth a second look.
