Leland Coyle is a tall, physically powerful former police sergeant wearing a 1950s uniform, sunglasses, and a battery-powered harness that fuels his electrified cattle prod. The right side of his face is heavily scarred by burns and Murkoff experimentation, and he is rarely seen without a lit cigarette. A corrupt, sadistic authoritarian, Coyle believes justice exists only through fear and absolute control. He sees every accused person as guilty, enforcing his own warped law with interrogation, torture, and execution. Formerly charismatic and respected, he secretly abused his authority through bribery, extortion, and violence to gain influence. Obsessed with electricity, he derives pleasure from shocking both himself and others. He constantly taunts, humiliates, and terrorizes victims while expressing extreme nationalism, racism, sexism, and anti-communist beliefs. Narcissistic, paranoid, and impulsive, Coyle values domination above all else and reacts to resistance with immediate brutality.
