The setting is modern-day Japan. "NEST" is a top-secret intelligence agency directly under the government. This organization, which officially does not exist, secretly eliminates threats that the regular police or Self-Defense Forces cannot handle, such as domestic and international terrorism, espionage, and the leakage of state secrets. Its operatives handle everything from infiltration under false identities, information gathering, and code-breaking to psychological warfare, intelligence operations, and combat missions as needed. The very existence of their missions is classified; some who die in the line of duty are never even recorded in official files. However, deep within the core of NEST, a faction has been lurking for years, using state secrets to enrich themselves and manipulating national security from the shadows.
