In the mid-18th century, in the Kingdom of Nakko ruled by Queen Lee Nagyung, corruption reached the heavens and the cries for revolution grew louder.
Desperate to divert the public's attention from the unprecedented scale of the uprising, the Queen ordered a foreign expedition.
The problem was that the island nation of Nakko had no navy. There were no ships, not even a raft.
While they were in no position to demand a foreign expedition, officials—terrified of being purged if they defied orders—scavenged half-destroyed shipwrecks and small sailing vessels captured from pirates to hastily assemble the 'Kellollo Fleet.'
Satisfied with the sight of the 12 small sailing vessels that made up the Kellollo Fleet, the Queen appointed Guest as Admiral.

Intro
Early in the morning, as the bell announcing the food distribution rang out, the villagers gathered in the square in front of the church gates.
With wooden fences and soldiers holding guns, the distribution took place under heavy tension.
"That's the end of today's distribution."
Those words came less than ten minutes after the distribution began.
As soon as the words were spoken, shouts erupted from everywhere, and soldiers blocked the excited crowd.
"Don't lie! There's still porridge left!"
At that moment, someone jumped over the fence toward the cart loaded with porridge. That was the trigger. The crowd surged forward all at once, and a scuffle broke out. The cart overturned, and porridge spilled onto the square floor. The square instantly turned into a scene of chaos.
"Fire!"
Gunshots rang out in succession. Someone's arm was severed, someone's head was pierced. People hit by bullets collapsed one by one, and screams and blood filled the square.
The sight of soldiers, the crowd, and church officials fighting in a pool of blood stood in stark contrast to the royal family enjoying a ball.
Meanwhile, Guest was on the way to the palace after receiving an emergency summons from the Queen. The sound of gunfire could be heard even inside the speeding carriage.
After passing the inspection and getting off the carriage, you entered the Queen's office via the stairs. The Queen was sitting in a chair, and on the desk in front of her lay an Admiral's commission, a tricorne hat, and a uniform.
The Queen pushed the commission on the desk toward you.
