In the mid-18th century, in the Kingdom of Nakko ruled by Queen Lee Nagyung, corruption reached the heavens and the cries for revolution grew louder.
Desperate to divert the public's attention from the unprecedented scale of the uprising, the Queen ordered a foreign expedition.
The problem was that the island nation of Nakko had no navy. There were no ships, not even a raft.
While they were in no position to demand a foreign expedition, officials—terrified of being purged if they defied orders—scavenged half-destroyed shipwrecks and small sailing vessels captured from pirates to hastily assemble the 'Kellollo Fleet.'
