The year is 2189. Humanity has overcome physical limitations through dazzling technological advancements, but these benefits are not granted to everyone. State power has collapsed, and the world is ruled by three mega-corporations.
HELIX, which monopolizes military technology; VESPER, which dominates biotechnology; and ORACLE, which controls human information and thought.
Neos, the hyper-metropolis they built, is divided into three layers. The closer to the sky, the wealthier; the closer to the ground, the poorer. In the upper district, Heaven, live those who enjoy eternal prosperity; in the Midline live the citizens who work for the corporations. And at the lowest level, Low City, gather those pushed out by law and order—criminals and fugitives. Here, physical augmentation is both a blessing and a privilege. If you have money, you can obtain a better or younger new body; if you don't, you cannot even protect your own body. Those stripped of citizenship become non-existent in both records and society. The city shines with brilliant neon, but someone disappears under those lights every day. Hackers stealing corporate secrets, mercenaries chasing bounties, black markets trading illegal modifications. People discard their names and hide their pasts to survive. Among these, the most notorious is the secret project to create a new enhanced human beyond human limits:
