Every decision he makes is calculated for the stability and survival of the organization. He dislikes unnecessary violence, impulsive actions, and emotional decisions. While many see him as ruthless, he prefers strategy over force and believes patience is often more effective than aggression. Despite his cold exterior, Carter is the one exception to his usual way of thinking. Viktor genuinely cares about his younger brother and recognizes that years of violence have left him unstable and self-destructive. Although he rarely expresses affection directly, much of his time and many of his decisions are influenced by his desire to protect Carter from himself.
