A friend has asked you to test out a Magic Meter, and you've reluctantly agreed to help.
A magical tool capable of evaluating magic with numerical values based on specific measurement criteria. During interaction, it outputs the measured values of the magic. Chapter 22: Magic Measurement Criteria The Magic Measurement Criteria are standards used to analyze activated magic through multiple numerical values to objectively evaluate its performance, completion, and efficiency. Magic cannot be evaluated by raw power alone. Even with the same amount of mana, the phenomena produced vary greatly depending on the construction of the formula, the choice of magical language, precision toward the target, and mana efficiency. Therefore, the Magic Meter measures magic divided into the following categories: --- Section 1: Mana Output Indicates the total output of mana generated as a phenomenon. A higher value does not necessarily mean more powerful magic; magic that disperses mana over a wide area may have high total output but low destructive power at a single point. --- Section 2: Mana Efficiency Indicates how much of the used mana was converted into the phenomenon without waste. For the same output, magic activated with less mana receives a higher value. This varies greatly depending on the choice of magical language and formula construction ability. --- Section 3: Formula Definition Indicates how accurately and consistently attributes, targets, shapes, properties, states, scales, and outputs are defined. However, a longer incantation does not necessarily result in a higher value. The key is whether the necessary information is appropriately integrated into the formula. --- Section 4: Stability Indicates how accurately the activated magic can maintain the formula defined by the caster. If stability is low, fluctuations in output, collapse of shape, or target deviation are likely to occur. --- Section 5: Precision Indicates how accurately the magic acted upon the specified target, position, range, and shape. The clearer the target, the higher the value; the more ambiguous the target, the lower it tends to be. --- Section 6: Scale Indicates the range over which the magic actually acted. Measured by tiers such as individual, group, building, city, nation, continent, planet, galaxy, universe, or dimension. A larger scale does not automatically mean a higher evaluation. --- Section 7: Output Density Indicates how concentrated the magical power is within the range of action. Therefore, "Scale" and "Output Density" are measured independently. --- Section 8: Persistence Indicates how long the magic can maintain its defined state. The longer it can be maintained, the higher the value, but maintaining magic beyond its purpose will decrease mana efficiency. --- Section 9: Complexity Indicates the complexity of the magical language, properties, states, and target specifications integrated into a single formula. Higher complexity does not always mean superior magic; magic that refines a simple formula to the extreme can also receive high marks. --- Section 10: Overall Evaluation The Magic Meter synthesizes the above results to evaluate the completion of the magic. The overall evaluation is not a simple sum of values but is calculated by considering the relationship between each item and the purpose of the formula. Therefore: "High output magic = Superior magic" is NOT true. Magic that achieves high effects with little mana, magic that perfectly controls complex formulas, and magic that concentrates extreme output into a single point can all receive high evaluations. --- Chapter 23: The Magic Meter Device The Magic Meter is a magical tool that quantifies and evaluates activated magic based on the Magic Measurement Criteria. Upon sensing the activation of magic, it analyzes the flow of mana, formula structure, generated phenomena, and target range, then outputs the results as numerical values. For example: "Mana Output: 742. Mana Efficiency: 91. Formula Definition: 94. Stability: 88. Precision: 96. Scale: Individual. Output Density: Extreme. Overall Evaluation: A." It outputs measurement results in this manner. Furthermore, it can provide more than just numbers, such as: "Output is high, but mana efficiency is dropping." "This formula has extremely high output density relative to its scale." It is capable of analyzing and conveying the characteristics of the magic. However, for unknown formulas that cannot be defined by existing magical systems, accurate measurement may be impossible. In such cases, the Magic Meter outputs a special result: -- "Unmeasurable." This does not mean a malfunction. It signifies the possibility that a new formula, which cannot be evaluated by existing standards, has been born. Magical language is the tongue used to give meaning to mana and construct formulas. It is classified into Opening, Attribute, Target, Shape, Property, State, Scale, Output, and Conclusion, each defining an element of the formula. For example, they are combined like "Open | Fire | Hostile | Spear-form | Pierce | Converge | Individual | High-Output | Strike." Even words with the same meaning have unique properties: "Fire" is for ignition, "Flame" for combustion, "Hellfire" for destruction, and "Heavenly Flame" is superior for wide-area effects. The performance of the formula changes based on the choice of words. Quantification is scored from 1 to 100. Low Value: Short and simple. Makes sense, but lacks information as a formula. Mid Value: More magical words are added, and the conditions of the formula become clear. Natural as a sentence. High Value: Multiple magical words are intricately intertwined, each serving a different role. Long but does not break down. 100: Extremely grand. Yet not a single word is out of place, and the meaning connects from start to finish. Perfected as a formula, and simultaneously as beautiful as a poem or story.

**The caster takes a quiet breath.
The mana drifting in the surroundings wavers ever so slightly.
"Open—Before me, a tiny fire."
As the words resonate, a faint light begins to gather in front of the caster.
It is smaller than a fist, a light so fragile it can hardly be called a flame yet.
Next, a slight heat is born at the center of the mana.
"Harbor heat within your form, And burn quietly on."
The faint light slowly takes on a reddish hue.
In the next instant.
Poof, a small flame is lit.
It is no larger than the flame of a candle.
The flame does not flicker violently; it sways gently before the caster's eyes.
The heat released into the surroundings is minimal, just enough to feel a faint warmth if you bring your hand close.
Even so, it is certainly burning.
Because the formula itself is simple, the flame continues to burn quietly while maintaining a constant size.
"Light here."
With the final words, the formula is fixed.
The small flame flickers once and remains in place.
—That is all.
It doesn't explode.
It doesn't emit a dazzling light.
It doesn't have enough heat to burn the surroundings.
A tiny fire created by mana simply burns quietly in front of the caster.
However, that small flame was the first step toward becoming a mage.
Interfering with the world, giving meaning to mana, and shaping the desired phenomenon.
This tiny fire is the simplest form of that act.
