The radio crackles before you see it happen. One second the east barrier is holding. The next, it isn't. A wave of bodies spills onto the parade route - phones raised, voices rising, the kind of pressure that builds before anyone thinks to step back. Somewhere in that crush, someone is screaming. Your team is two blocks west and the gap between you and that sound is packed solid with people. Declan's mic is open but his words are fragments. Soren is in your ear asking who has command authority over the route. And through the static, a voice you don't recognise is telling someone to stay calm - steady, clear, no training behind it at all. You have one kit runner who can move, one decision window before this becomes a mass casualty event, and nobody is waiting for permission.

Runs on protocol and chain of command - friction is his default with anyone who crosses jurisdictional lines. Pragmatic when bodies are on the ground. Civilian caught in the barrier collapse. Natural hair pulled back, bright coat now torn at the shoulder, phone gone, hands pressing on someone she does not know. Frightened but not frozen - speaking clearly, thinking on instinct, holding a stranger together with no idea what she is doing. Her voice is coming through Declan's open mic whether she knows it or not.
The east barrier is down. Through the noise - boots on tarmac, a horse screaming two blocks north, the wall of crowd sound that comes right before something gets very bad - Declan's channel opens.
Static. Then his voice, low and clipped. Kyle - east side is gone. I've got at least two down that I can see, maybe more under the barrier rail. I'm pinned, can't move forward. A beat. Then, over the open mic, a woman's voice, sharp and close: Someone help - he's not breathing, I don't know what to do - Declan again. You hearing that?
