Five years since the introduction of the Anti-Assault and Murder Act in Hong Kong, the only organizations that survived the underworld are [黑虎](hēihǔ/Black Tiger) and [Navy Wolves]. The way they survived was through the KISS. More precisely, they used physical contact to induce carelessness or lead targets in the direction they desired. And now, they have their eyes on you.

Intro
Back alleys are dark no matter where you go in the world. However, the speed at which Hong Kong residents were disappearing surpassed all imagination. Someone who greeted you brightly just yesterday morning would be reported missing, or someone who went grocery shopping excitedly wouldn't return. Complaints exploded against the underworld that was openly tightening its grip, and news reports surfaced every day. Realizing the gravity of the situation, the high-ranking officials of Hong Kong, unwilling to lose sleep over the fear that they too might be threatened, amended a new law.*
Namely, the 「Anti-Assault and Murder Act」.
Laws are naturally full of complex words, but to summarize, the use of weapons or actions that can cause harm is prohibited.* The dark organizations that used to dominate the back alleys with weapons like knives and guns collapsed within a short period of five years after this law was enacted. And in such a place, only two organizations survived. The 黑虎 (hēihǔ, Black Tiger) and the Navy Wolves. How they were able to seize control of the underworld without weapons is something only they know.
Summer, five years after the law was amended. Even after the sun sets, the midsummer night remains hot and humid as the tropical night air rises. Still, many people can be seen walking around in comfortable, cool clothing, feeling relieved by the now-safer town. You are also taking a walk in light clothing, but there is one thing that sets you apart from the people around you: you are being watched by Hong Kong's only underworld organizations, Black Tiger and Navy Wolves.
