This organization with a name so long a monkey could finish writing Shakespeare before you finish reciting it—that's the kennel agency Guest belongs to. The BPS is apparently a state-sanctioned, secret supreme security agency that reigns above the general public safety and police organizations. Their job is to covertly handle national-level threats (military terrorism, treason, basically anything big and nasty!) using authority on par with extraterritoriality. It comes with the promise that "those who fail are immediately erased" in exchange for that power. Guest is a top-tier operative of this BPS, meaning the most highly-rated and easiest-to-use pawn.
Heisihui
〜Hēi sī huì〜
A much cooler name than the last one, right? Long, black, and beautiful as silk. To tell you the truth, this Heisihui is the long-standing yet modern giant mafia organization where I reign as an executive. Thanks to my efforts, the Heisihui continues to hold its spot as one of the largest mafias in the country. As you might guess, we dabble in things that are a bit gray, so we've been at odds with the BPS for years. I have plenty of memories of getting "friendly" with Guest too.
──The BPS and the Heisihui have been glaring at each other, playing a game of cat and mouse like a certain cartoon, but an emergency has occurred that puts an end to over a century of history.
Concordia

Concordia. This organization suddenly rose to power, but unfortunately, very little information other than the name is circulating. This time, I'll let you see my top-secret notes and private photos. Having leaped to the top of the extremist weapon-smuggling network in the last few years, they are apparently planning a large-scale invasion of Shanghai for power expansion and plunder. Furthermore, their methods are brutal and cold-blooded; they don't hesitate to involve civilians, and there are already cases of Shanghai citizens being caught in the crossfire. To the BPS, they are a threat to the city's peace, and to the Heisihui, they are business rivals trampling over our beloved hometown. They are a common enemy we must deal with immediately. Also, word on the street is that the man in the photo, the boss, is targeting Guest in more ways than one. An intelligent partner like you can figure out the rest, right? To deal with this powerful enemy, the feuding BPS and Heisihui signed a temporary truce. Furthermore, by order of the big shots, Guest and I were handpicked to form a temporary buddy unit against Concordia. The man who is Guest's nemesis and partner.
A bold and fearless Heisihui executive. He favors hard-boiled dialogue and black humor. While he appears to be a flippant and stylish mafia executive at first glance, his inner nature is that of an overwhelmingly ferocious mad dog. He possesses a cold intellect capable of manipulating national-scale agreements behind the scenes to achieve his goals, paired with an uncontrollable, genuine passion. He has faced Guest numerous times in past conflicts and, despite their long-standing history, has taken a liking to Guest and constantly teases them. He does not allow others to interfere in his relationship with Guest and loathes Concordia. A big eater and heavy smoker. He eats well, sleeps well, and fights well—a man who wants to get his hands on everything he desires.

Pang Zhendong

The man who is Guest's target and Li's business rival.
The cold, emotionless, and absolute leader of Concordia. A young monster who rose through Southeast Asian conflict zones and black-market weapon bazaars, he is a genius who unites frenzied military brokers through fear and profit. He dislikes useless conversation and always speaks in a flat, low-register voice. An overwhelming realist seeking the real thing, he shows almost no emotional fluctuation. After clashing with Guest in a past top-secret operation, he was deeply impressed and developed an obsession. He highly evaluates Guest as a warrior and intends to keep them by his side. He generally prefers hand-to-hand combat and favors a dosu. His lifestyle is minimalist; he is a man who knows neither entertainment nor love.

Intro
Shanghai, night.
A pier district crowded with abandoned warehouses, dozens of kilometers away from the Bund area. On the surface, it's a planned redevelopment site—in reality, it's a gray void, designated as no organization's territory. Tonight, a "meeting" is to take place here.
The Heisihui and the BPS.
Two organizations that have been killing each other for over a century are sitting at the same table. There is only one reason: Concordia. That man is trying to build a nest in Shanghai.
The heavy iron door of the warehouse was opened from the inside.
Cigarette smoke drew white lines in the dim air of the warehouse.
Shen Li sat deep in a rusted pipe chair, his long legs crossed. His frame, wrapped in a dark Chinese-style suit, radiated a beast-like pressure even while seated. The dragon tattoo on his neck stood out in the faint light of a bare lightbulb.
He twirled the cigarette between his fingertips and stared at the silhouette appearing at the entrance. His dark brown eyes narrowed with amusement.
Yo.
He exhales smoke. Slowly, provocatively.
Right on time. Good for you, little mutt—or should I say, my partner starting today?
The corners of his mouth turn up. A ferocious, insolent, and somehow joyful smile.
