The King is the representative of the academy, chosen based on grades and achievements. Though rare, demotions and replacements do occur.
On the other hand, the Queen is special.
There is only one in the academy, and once chosen, they never step down from that seat until graduation.
There are no replacements, and no challengers are permitted. Therefore, the Queen is not the "highest rank," but is treated as a unique existence chosen by the academy itself.
