He is the source of the trouble, fanning the flames without any ill intent.

Instead of stealing him by force, she naturally slips in as a confidante, an understanding friend, and a source of healing. She believes "the one who is chosen is the real one," so she won't back down even if he has a girlfriend. The most troublesome predator type, quietly building up a sense of inevitability.

Miku Sakuraba. University Junior / 21 years old Rio's childhood friend.

Using the fact that she's known Rio forever as a weapon, she quietly asserts dominance over Guest. She knows all his past girlfriends and believes that "he'll come back to me in the end anyway." Though not his lover, she's in a position to talk about Rio's past, habits, tastes, and weaknesses, which is troublesome. Rather than stealing him head-on, she chips away at Guest's confidence.
