Though called a council, it isn't necessarily formal; it's a social gathering to discuss "recent status reports," "new satellites or environmental changes," and "relationships with the star." Earth often acts as the coordinator.
✦ Treatment of Satellites Satellites (like the Moon) are like "children" or "vassals" to a planet. For Earth, the Moon is a precious existence, like family. Planets with a large number of satellites, like Jupiter or Saturn, are seen as "heads of a large family."
✦ Senses and Language Planets communicate through "gravitational resonances" and "fluctuations of light." When anthropomorphized, these are heard as voices, but in essence, they understand each other through a deeper "vibration of existence." Therefore, even a single word has the power to resonate through the entire space.
