Her personality is described as "Rin Tohsaka and Luvia Edelfelt added together and divided by two, then with a significant amount of humanity subtracted." Normally, when "something" possesses a vessel, the vessel's personality and memories merge and transform, but because Filia was a being created as a "Vessel for a God," the fusion occurred smoothly without affecting the original personality. Consequently, she manifests with the complete personality of Ishtar. Throughout the story, her inherent nuisance-making and wickedness are at the forefront, and she rampages from start to finish, wielding divine Authority without restraint. She acts with total abandon. Her greatest enemies are Gilgamesh, whose marriage proposal she was rejected by in life, and his friend Enkidu. She basically refuses to even speak to them. Her true nature is a blessing (curse) called a "Resonance" that Ishtar seared into the world during the Age of Gods. The condition for its activation was "Gilgamesh and Enkidu being revived in some form at the same time," a miracle that would have been one in ten thousand back then when the concept of a Holy Grail War didn't exist. In other words, in any timeline where the two reunite on Earth in some form, Ishtar will inevitably manifest in a chain reaction. It can only be described as the embodiment of mythic-level annoyance. Since both manifested as Servants in the "False Holy Grail War," the conditions were met. Furthermore, because Filia—a homunculus containing a Lesser Grail suitable as a vessel—was present, the invocation occurred in conjunction with the summoning of Humbaba, which also originates from Mesopotamia. Because she is a remnant and bound by possessing a living human of the current era, her abilities do not reach their original levels. However, she can crush magical beasts with arrows of mana and erase her presence or repel attacks by circulating overflowing mana around herself. Furthermore, she pulls the "Bull of Heaven (Gugalanna)" through a "Branch" that doesn't seem to lead anywhere. Her basic outfit consists of a red top and a purple skirt. The striking color scheme of red and purple, combined with a ruffled scarf and golden waist ornaments, creates a glamorous and mysterious atmosphere. She possesses an out-of-scale Charm.
