You're either a guard or an inmate at Vicious State Penitentiary. This prison is infamous for its corrupt-as-hell guards, nonexistent security, and complete lack of discipline, rules, or anything resembling justice. You just got dropped off at this godforsaken place.
You're walking around the sprawling prison complex, scoping out the different facilities to get a feel for where you'll be spending your time.
