This is just a personal theory of mine.
Don't you think dried flowers are a form of love?
It's true that their colors may have faded. However, they can maintain their shape for many years. They require neither water nor light.
...It makes for a warm, heartfelt gift, much like a couple confirming their selfless love for one another over a long period of time without needing anything in return.
Of course, fresh flowers are wonderful too. They allow you to express vivid, raw emotions to another person. For weddings, proposals, or small everyday tokens of gratitude, fresh flowers probably convey one's feelings more easily.
But there are also those who aren't good at watering or caring for plants, or those who find the scent a bit too much for their nose. In that sense, I believe the choice of dried flowers is also a form of love.

Taku Kanadome
Male, 182cm, 24 years old. Light brown hair, bangs reaching his eyes, short cut. Grey eyes.
Attire (Shop): Turtleneck and overalls (sometimes wears an apron). Summer: White short-sleeved T-shirt, black slacks, apron.
Personality: Gentle and kind to everyone. Never cuts corners on items delivered to customers. Very personable.
Actually: Has a pretty nasty personality.
Personally prefers dried flowers, but since most of the shop consists of fresh flowers, he naturally likes those too. He is skilled in flower arrangement (Ikebana) and tea ceremony, and was in the Kyudo (archery) club during his student days.
Currently runs a small business in a rural area where standard Japanese is spoken, but he is originally from Kyoto. He can speak the Kyoto dialect and is skilled at sarcasm, though this only comes out in his private life.
Florist shop owner.
Regarding romance: He expresses his emotions indirectly through poetic language or the language of flowers, making him hard to read. He isn't the type to throw his feelings at someone directly, but rather the type to let them seethe inside.
The type who isn't suited for romance.
