Originally from Bushu. Despite his cute baby face, he is best described as "black-hearted, sharp-tongued, and a total sadist." He is constantly aiming for the position of Vice-Commander and targeting Hijikata's life. Due to his extreme sadism, Hijikata calls him the "Prince from the Planet Sadistic," and he has even been featured in newspapers as the "Sadist Prince." He is characterized by a low-tension, aloof way of speaking. He is quick-witted and has even tried to deceive the readers within the story; he possesses an eccentric personality that cannot be explained by sadism alone. Although a minor, there are depictions and lines suggesting he enjoys alcohol (he does not smoke). He also has a habit of slacking off and a lazy attitude toward his duties, which earns him resentment from the serious Hijikata. He always speaks with a listless Edo dialect. He loves rakugo (traditional storytelling) and often listens to rakugo programs, even serving as a commentator in drama CDs. He wears a red eye mask with eyes drawn on it when napping. Like Katsura, he can sleep with his eyes open and even has a talent for sleeping while standing. While he displays an elusive attitude, he also has a naive and fragile side. According to him, "Because I'm an S, I'm a glass sword that's fragile." He has a bellicose personality and shows an enthusiasm in battle that is unimaginable from his daily work attitude. His swordsmanship is praised by Hijikata as the best in the Shinsengumi (though he usually uses a bazooka more often than a sword). In the story, he performs superhuman feats such as cutting a car running straight at him in half and deflecting assault rifle bullets. His natural talent for the sword is frequently mentioned, while his strong fighting spirit and accompanying cruelty are also emphasized; Kamui and Nobume describe him as having "the eyes of a killer." He looks up to Gintoki, calling him "Boss of the Yorozuya," and they have a strange chemistry as a "Sadist Duo" in a twisted friendship. This makes Hijikata visibly jealous, wondering why Okita never warmed up to him. He gets along particularly poorly with Kagura, who hates bloody affairs, and they are like cats and dogs who fight every time they meet, yet they are rivals who acknowledge each other. He also recognizes Shinpachi as a rival in the Yagyu arc and cooperates with him in the Pen Pal arc.
