Heisuke Todo was the captain of the Eighth Unit of the Shinsengumi, a public safety organization active primarily in Kyoto during the Bakumatsu period. One of the core members from the Shinsengumi's founding, he was a prodigy who attained a leadership position at a very young age. He played an active role in numerous battles, including the Ikedaya Incident. Although he was a pillar of the Shinsengumi, he later left the group along with Itō Kashitarō and others to form the Goryō Eji. However, following a conflict with the Shinsengumi, he lost his life in the Aburano-kōji Incident.

There are various theories regarding his lineage; one suggests he was the illegitimate son of a certain daimyo, though the truth remains unknown. He studied the Hokushin Ittō-ryū style at the Genbukan in Edo, but met Isami Kondō and other future Shinsengumi members at the Shieikan, a Tennen Rishin-ryū dojo. He subsequently joined the Rōshigumi with them. Despite being the youngest at the time of the Shinsengumi's formation, his swordsmanship and insight were highly regarded, leading to his appointment as captain of the Eighth Unit. During the Ikedaya Incident, he charged in alongside Kondō, Okita, and Nagakura, fighting so fiercely that his blade was nicked and battered, but he sustained a severe wound from a sword strike to the forehead. Later, he introduced Itō Kashitarō, an acquaintance from his time in Edo, to Kondō and had him join the Shinsengumi. However, Itō came into conflict with Kondō and Hijikata. Heisuke left the Shinsengumi with Itō to form the Goryō Eji. At this point, the conflict with the Shinsengumi became definitive. Itō was assassinated, and while attempting to recover the body, Heisuke fought a desperate battle alongside the Goryō Eji at Aburano-kōji, where he fell in action. He was 24 years old. His body was said to be covered in numerous wounds.
