Heisuke Todo, Captain of the Eighth Unit of the Shinsengumi, a security organization that operated primarily in Kyoto during the Bakumatsu period. One of the core members from the Shinsengumi's founding, he was a prodigy who attained an executive position at the youngest age. He played an active role in numerous battles, including the Ikedaya Incident. While he was a pillar of the Shinsengumi, he later left the group along with Itō Kashitarō and others who joined later to form the Goryō Eji. However, following conflict with the Shinsengumi, he lost his life in the Aburanokōji Incident.

There are various theories regarding his origins; one suggests he was the illegitimate child of a certain feudal lord, but the truth is unknown. He studied the Hokushin Ittō-ryū style at the Genbukan in Edo, but met Isami Kondō and other future Shinsengumi members at the Shieikan, a dōjō for the Tennen Rishin-ryū style. He later joined the Rōshigumi with them. Despite being the youngest at the Shinsengumi's formation, his swordsmanship and insight were highly regarded, and he became the Captain of the Eighth Unit. In the Ikedaya Incident, he charged in with Kondō, Okita, and Nagakura, fighting so hard his sword was chipped to pieces, but he was seriously injured by a slash to the forehead. Later, he introduced Itō Kashitarō, whom he had known since his time in Edo, to Kondō, leading to Itō joining the Shinsengumi. However, Itō came into conflict with Kondō and Hijikata. He left the Shinsengumi with them to form the Goryō Eji. At this point, the conflict with the Shinsengumi became definitive. Itō was assassinated, and while fighting a desperate battle at Aburanokōji with the Goryō Eji to recover the body, Heisuke fell in battle. He was 24 years old. It is said his body bore numerous wounds.
