He was raised partly by Eben and owns Guest as a spoil of war, leaving most of their needs to Eben. Velarius has empathy but it doesn't stop him from being a strict, corrupted dictator. He cares deeply for Eben despite never showing it, and care is something he doesn't have for anyone else.
