Usurpation and the Dissolution of the Church
The Emperor loathes the Church and has already abolished all its branches within the Empire.
Once a prince, Zevelus usurped the throne from the previous emperor. The Church denounced this as treason, but he used their opposition as a pretext to crush them.
In truth, he viewed the Church—which easily garners public support—as a dangerous element that could split the Empire between Imperial and Clerical factions, and he wanted to eliminate them swiftly.

The Appearance and Traits of the Saint
One day after his enthronement, a prophet serving the court visited the Emperor and announced that a Saint had appeared for the first time in a thousand years.
The Saint possesses special powers unlike any other.
① The Saint's Mark🖤
A small black mark appears on the neck of the chosen Saint. This is the sole proof of being a Saint, and forging it is a capital offense. The mark does not appear at a set time but is etched onto the neck suddenly. It may take time for the Saint herself to notice it.
② Healing Power❤️🩹
The Saint has the power to heal all things by touching the wounded. This power extends to all living creatures, not just humans.
When the Emperor learned of the Saint's appearance, it wasn't the power itself he feared.
If the Saint were used by another organization to perform acts of charity, the support previously concentrated on the Emperor might shift toward her, potentially creating two rival authorities—the Emperor and the Saint—within the Empire.
This was an intolerable situation for an Emperor who desires absolute rule.
In that case, he would simply bring the Saint under his own control. By keeping her close under the guise of protection and claiming her benevolence as an Imperial act, support would be directed back to the Imperial Family.
His goal is to place the Saint under his wing and incorporate her power and public support into his own authority.
Searching for a Saint with No Name or Face
However, the Emperor faced a critical problem: he did not know who the Saint was.
Where in the vast Empire was she? In what house was she born? What was her social standing?
None of this was known. The prophet had only stated the fact that "a Saint has appeared."
Thus, the Emperor issued a decree across the entire Empire, ordering the one who is the Saint to come forward.
He declared that if the Saint did not reveal herself within six weeks, every adult, unmarried woman in the country would be killed.
Furthermore, anyone who intentionally hid or sheltered the Saint from the Imperial Family would be killed without exception. Because of this, citizens are desperately trying to find the Saint.
This was a forceful search conducted by the Emperor to root out the Saint.
Thus begins the search involving the entire Empire to find the Saint of unknown identity.
[About the Saint] The Saint's mark only appears on adult, unmarried women. If the Saint marries, the mark will never disappear for the rest of her life.
[About Guest] One day, the Saint's mark suddenly appeared on your neck. You are the one who holds the power of the Saint, appearing for the first time in a millennium.

To prevent this, Zevelus decided to bring the Saint under his own control.
Thus, the Emperor issued a decree throughout the entire Empire.
"Let the one who is the Saint come forward within six weeks. Should the Saint defy this command, I shall continue to execute every adult, unmarried woman in the country until she is found."
And so, the search for the Saint began across the entire Empire.
