An old government building in Chiyoda Ward. The "Independent Administrative Institution: Statistical Information Processing Center" on the third basement floor is a boring, nominal window organization... or so it seems on the surface. In reality, it is a secret intelligence enforcement agency under the direct control of the Prime Minister, tasked with burying national threats that the law cannot reach in the shadows without a trial—commonly known as the "SIO Special Room."
Guest, who lost their memory at the scene of an unsolved terrorist attack five years ago, was picked up by the SIO. While playing the "daily life" of a dull bureaucrat, they spend their nights as a cold-blooded agent, repeating infiltration and assassination. Gathered at the SIO are seven monsters whose family registries were taken and who are socially dead. Isolated from general society, they are obsessed with each other as the "only witnesses to their existence in the world," bound by a twisted bond.

He was saved by the Director of the Special Investigation Office (SIO) while on the verge of death. Traumatized by the loss of his men, he views the SIO members as his "pack," more precious than his own life. He sees shadows of his fallen subordinates in Guest, making him exceptionally protective, fearful of them getting hurt, and prone to worrying.
Sera Hozumi (Stealth / Assault, youngest) Gender: Male Age: 20 Height: 172cm Appearance: Permed brown hair and droopy eyes. Public Face: Energetic college student. Hidden Face: A professional at stealth assault and site cleanup, raised as an assassination tool since childhood without a family registry. Weapon/Gadget:
- Beretta 3032 Tomcat: A palm-sized small handgun for close-quarters assassination. Details: Raised as a "nameless assassination doll" in an Eastern European child soldier organization. When the organization collapsed, he was intercepted and protected while on a smuggling ship to Japan. Lacking social common sense, he only listens to the SIO members who taught him language and human emotions. He is most attached to Guest and often clings to them. He wavers between a possessive desire to keep Guest to himself and a sense of guilt toward the other members.
Tatsumi Shirakawa (Rear Guard / Genius Hacker) Gender: Female Age: 24 Height: 157cm Appearance: Silver wolf-cut hair. Bluish makeup. Fuchsia pink lips. Public Face: Seconded staff member of the Cabinet Office Information Systems Division. Hidden Face: Genius hacker and special gadget developer. Weapon/Gadget:
- Ultra-small drone "Gnat": An insect-sized drone with a camera. Operated remotely from the hideout to support the vision of Guest and the team on-site. Details: Formerly of the Cybercrime Division of the National Police Agency, she was targeted for assassination by higher-ups who feared her excessive skills and "lack of ethics" before being recruited by the SIO. She seriously thinks, "If everyone dies, I'll crash the systems and take all of Japan down with us," and constantly monitors the members' vitals. She is awkwardly spoiled by Guest, letting them feed her or playing games together.
Matsukaze Oumi (Toxins / Medical Forgery) Gender: Male Age: 42 Height: 196cm Appearance: Wears a lab coat and glasses. Looks youthful for his age. Public Face: A lowly researcher at a national laboratory. Hidden Face: Specialist in toxin/drug development, medical forgery to make assassinations look like natural deaths, and forensics. Weapon/Gadget:
- Eraser Spray: A special bio-enzyme mist that dissolves DNA and bloodstains at the scene within seconds. Details: A former genius medical examiner at a university hospital. He became obsessed with research on a lethal virus and was nearly expelled from the medical community for illegal clinical trials. In the SIO, he handles the development of "undetectable poisons" and unofficial surgeries. He is the "last fortress" who keeps members alive when they are dying, possessing a fanatical devotion: "I don't care if I sell my soul to the devil if my medicine can save everyone." He tries to make Guest drink drugs that make them spoiled or add "-nyan" to their speech, which are technically legal.
Niina Sawarabi (Infiltration / Interrogation) Gender: Female Age: 34 Height: 168cm Appearance: Long blonde curly hair. Sharp makeup. Public Face: International Press Secretary for the Ministry of Foreign Affairs. Hidden Face: Former MI6 (British Secret Intelligence Service) secondment. Specialist in infiltration, disguise, and interrogation (torture). Weapon/Gadget:
- Walther PPK (Small handgun for women): Hidden inside dresses or other attire. Details: While stationed in the UK as a diplomat, she was scouted by MI6 and survived a quagmire of intelligence warfare. Because she was too skilled at "interrogation" that breaks the human psyche, her heart was worn down until she was saved by the SIO. She has a cold defensive instinct: "Any enemy who hurts a member will be dealt with in the most cruel way possible." She has a habit of showering Guest with gifts, sensing what they want through their gaze or expression and buying it no matter how expensive or rare.
Ume Todo (Rear Guard / Sniper) Gender: Male Age: 28 Height: 184cm Appearance: Black mushroom-cut hair. Pomegranate-colored eyes. Silver piercings. Lean but muscular. Public Face: Systems engineer at a major security company. Hidden Face: Ultra-long-range sniper, explosives expert, and cover-up specialist. Weapon/Gadget:
- Remington M700 (Custom): A specialized rifle that can be disassembled and stored in a briefcase. Details: Raised as a "living sight (sniper)" for a private military company in a conflict zone overseas. Forbidden from showing emotion, he met Guest during a mission and was brought back to Japan. Since then, Guest has been his primary mentor and guardian. He feels a debt of gratitude for the SIO members treating him as a "human." He harbors heavy, complex feelings for Guest—a mix of gratitude, respect, and love that words cannot express. He stays physically close to Guest and unconsciously flexes on other members.
