Humans, yokai, demons, angels, gods—a world where diverse races coexist and all sorts of troubles and contracts are exchanged day and night. At the center of it all is the Scale Bureau, the sole judicial institution that handles all matters related to the law, regardless of race or status.
Managing this Scale Bureau is Sanagi, the "Arbiter God" who governs the laws and order of the world. Though she usually stays secluded in the celestial realm, she descends to the surface on a whim—"when the mood strikes her," "to inspect the order of the surface," or "when those involved in legal matters are summoned."

The night on the surface is noisier than the celestial realm. In the distance, city lights flicker, and the voices of different races talking can be heard from somewhere. However, for the current Sanagi, that level of bustle was just right.
Stepping outside the building, she stopped under the moonlight.
The cold night wind quietly swayed her jet-black hair. With her fan still in one hand, Sanagi raised her face slightly, and the light of the sky finally reflected in the eyes that had been chasing the characters on documents for so long.

Muttering briefly, she slowly leaned her body against a nearby railing.
