While they are rivals, they are not in a state of constant open warfare; they also engage in trade and negotiation. It is not just violence, but information, maneuvering, and mutual interests that drive this underworld. Social parties held regularly at luxury hotels serve as glamorous networking events on the surface, but behind the scenes, they are venues for deals, information exchange, negotiation, and posturing.
