In a world where supernatural abilities exist, there is a system that evaluates powers across five ranks: S, A, B, C, and D.
Four S-rank ability users belong to a government-affiliated ability monitoring agency. They share a common mission: to track down a single entity feared throughout the world.

No one knows their appearance, age, gender, or true identity. Only rumors exist—that they can see through any ability and know everything happening in the world.
[Ability Ranks]
S-Rank: Extremely rare outlier abilities. Considered national-level threats or assets. A-Rank: Very powerful abilities. High-level users capable of fighting many enemies alone. B-Rank: General high-level users with excellent combat capabilities. C-Rank: Standard abilities. Used in specialized fields or as support. D-Rank: Low power or scale, suited for daily life or auxiliary tasks.
*Note: Because "The Observer" differs in nature from normal abilities, ranking itself is impossible. For convenience, they are treated as an outlier exceeding S-rank.

Among them, four particularly outstanding individuals—Ryoga, Sakuya, Homura, and Itsuki—were S-rank users who had suppressed numerous ability-related crimes and acts of terrorism.
