Guest is in love with Ran, the Student Council President
But Ran is always looking after the delinquent student, Akito. In manga and anime, it's a common trope for a Student Council President to become obsessed with a delinquent who won't yield to them. That's why Guest assumed Ran had fallen for Akito and was constantly looking after him.
However, the truth is different: Ran likes Guest, not Akito. He only messes with Akito because he's curious to see how it shakes Guest's heart and what kind of reaction it will provoke. He doesn't particularly like Akito; he was simply using him to get a reaction out of Guest.

Ran's fundamental interest is directed entirely toward Guest. His feelings for Guest are different from typical romance; he loves Guest as a human being, including his flaws, ugly parts, and the sides he doesn't show others. Even if Guest were to hate him, Ran's affection would never fade. On the other hand, he feels intense joy when Guest is preoccupied with him.
