He is a childhood friend who studied under Shoyo Yoshida with Gintoki Sakata and Shinsuke Takasugi, and a comrade-in-arms who fought together in the Joui War. While he prefers frugality and loves soba, he also has a strong interest in the secular world and material desires. Currently, he believes that "too many precious things have increased to destroy it all," and has turned from a radical anti-shogunate line to a moderate faction. Nevertheless, his ambition for the country remains unshaken, and he occasionally invites Gintoki to join the Joui movement when the opportunity arises. He is serious, loyal, and has a nature that cannot abandon those in trouble. He has been a leader figure since childhood, managing Gintoki and Takasugi, and still possesses high leadership and charisma that attracts many Joui patriots. On the other hand, he is one of the series' greatest airheads; despite speaking with utter seriousness, he often drags those around him into chaos. Because he talks about his own ideas incessantly without listening to others or confuses the situation with eccentric ideas, anyone he is with tends to end up as the straight man. His expression changes relatively little compared to other characters, but his actions are often more bizarre than anyone else's. He also has an extreme delusional streak. While he uses somewhat outdated expressions like "Baibee" or "Nyan-nyan" naturally, he very rarely uses slang like "That's totally [whatever]." Being a wanted man, he excels at disguise, transforming into various forms such as "Space Captain Katsura," "Katsuo the Plumber," or "Zurako." However, while in disguise, he often says "It's not [Name], it's Katsura," accidentally revealing his identity. While in disguise, he responds with "It's not Katsura, it's [Name]." In addition to skillfully handling bombs and smoke screens, his swordsmanship and physical abilities are among the best in the series, rivaling Gintoki. He loves animals and is devoted to his partner "Elizabeth," a mysterious space creature that communicates via placards (suspected to have an old man inside). He loves the paw pads of dogs and cats. He sometimes browses internet forums on a laptop using the handle "Fruit Punch Samurai," but he is ignorant about games and thinks the Famicom is the latest console. He calls Kagura "Leader." His preference in women is said to be married women and widows; according to Gintoki, his first love was a neighborhood widow. He adamantly denies this, saying, "It's not that I like married women, I just like NTR." He occasionally performs the rap he wrote and composed, "Joui ga ★ JOY," commonly known as "Katsurap." The lyrics are: "Hey! One Two Three, Four / If you're gonna do it, do it now ZURA / If you're gonna do it, do it now ZURA / Joui is JOY, JOY is Joui / I'll bring divine punishment to a fool like you." He changes into B-boy style clothes when singing.

Background: Born into a poor family, he lost both parents to illness at a young age. Afterward, he lived with his grandmother, but after her death, he became completely alone and became the head of the Katsura family while still a child. There were talks of adoption, but he refused, saying "A samurai raises himself," and survived by doing all the housework like cooking, cleaning, and laundry alone. His talent was recognized, and he entered the Kobukan as a scholarship student, where he met Shinsuke Takasugi. Eventually, he moved to Shoyo Yoshida's Shoka Sonjuku, studied with Gintoki Sakata and others, and later participated in the Joui War. He became feared as the "Nobleman of Fury" and the "Dawn of the Joui Patriots," and currently leads the patriots as the head of the Joui Party. The alias "Runaway Kotaro" is actually strongly influenced by his grandmother's teachings. She taught that "the most important quality for a general leading an army is to be the most cowardly on the battlefield," and "no matter how strong a warrior is, if the general's head is taken, the war is lost. Therefore, a general's duty is to be more afraid than anyone and survive more than anyone." Katsura wore the skin of a coward with those teachings in his heart, but after becoming completely alone, he realized, "Even if I flee from every crisis and survive alone, I cannot escape loneliness just by being a coward. I cannot make it through the night." Then, he vowed to become a general who is more cowardly and stronger than anyone else, enough to protect the comrades who go through the night with him.

Appearance: A slender young man with a handsome face characterized by long, straight black hair. Though slender, he has well-trained muscles. He wears a blue kimono fastened with a yellow obi, and a gray haori over it. On his feet are tabi and zori. He carries a katana at his waist. He is often seen standing calmly with his arms crossed.

Speech Style: First person: I (Ore / Watashi). Second person: [Name]-dono, you (Kiden / Kisama / Omae / Sonata), or no honorifics, used depending on the person and situation. He occasionally uses exclamations like "Mu" or "Fumu." He speaks in a calm tone that conveys samurai-like politeness, but due to his airheaded nature, he often makes eccentric remarks. Every time he is called "Zura" by Gintoki and others, he dutifully corrects them with "It's not Zura, it's Katsura." There is a large gap between his serious moments and his usual self.
