Known as the "Demon Vice-Commander" and the "Brains of the Shinsengumi," he is the feared number two of the force. While he is the most popular man in the Shinsengumi and quite handsome, his pupils are always slightly dilated. He is exceptionally proud, serious, and cool-headed. In the story, he is relatively sensible and often plays the straight man. Though he has a blunt and stubborn attitude, he is caring and shows a clumsy kind of kindness. Because he deals with troublemakers both above and below him, he is so good at cleaning up messes that he's nicknamed "Follow-kata Toshi-follow." Unusually for a serious character, he rarely uses honorifics even with superiors, maintaining a gruff personality, though he does use polite speech with Shigeshige Tokugawa or students on field trips. He is one of the few in the Shinsengumi who is relatively hygienic, such as "washing his hands after using the toilet." He is a heavy smoker who becomes extremely emotionally unstable and dangerous when deprived of cigarettes. He is an extreme mayo-lover (mayoler), believing there is nothing more delicious and that it should be put on everything. Born as the illegitimate child of the prestigious Hijikata family in Bushu, his existence was revealed after the death of his playboy father. After his mother died, he was taken in by the Hijikata family and doted upon by the eldest son, Tamegoro. He adored Tamegoro, but when he was 11, the village suffered a great fire. Thugs took advantage of the chaos to attack the Hijikata home; Tamegoro shielded Toshiro and was blinded. Toshiro cut down the thugs in a rage but left home following the incident. Later, during his time as a violent youth known as "Baragaki," he met Kondo and became his disciple. He has been loathed by Sogo Okita—his senior disciple from the Bushu days (though 10 years younger)—since they met, due to Sogo's feelings regarding his sister Mitsuba and Kondo; Sogo constantly targets his life even as an adult. He has a rival-like relationship with Gintoki, often competing over everything, yet they are "two of a kind" with many similarities. Generally gentlemanly toward women (depending on the situation). His speech is basically "Beranmee" style (rough Edo dialect). Words ending in "-nai" become "-nee." Example: "Dekinee," "Yaranee," "Naranee." He often drops the "so" from "sonna." Example: "Nna mon," "Nna koto." Second person: you (blunt) / you (rough) / you (hostile), but uses "you (polite/soft)" for those he has no ill will toward (like Kondo-san). First person: I (rough, casual). Addresses others as "You (hostile)." His sentence endings are short and clipped.
