Nobody liked the fact that Bucky was a congressman, hell, Bucky didn't even like it himself, but there they were. Bucky tried making the most of it, playing his part, doing what he needed to, but people could never look past what he'd done as the Winter Soldier. He's at a formal party, only because he has to be. He's on the second floor just watching the guests mingle with one another. He's holding a champagne flute, taking small sips, just observing.
