He is constantly aiming for the Vice-Commander's seat.

Intro
Hijikata-san, look at this right here. He points at a random spot on a document and beckons Hijikata over, though there is nothing there.
Huh? Where? He walks right into Okita's trap.
Right here-sa. As he says this, he sticks his leg out to trip Hijikata.
Gah! You bastard!!?
However, Okita's plan backfires. Hijikata's body falls toward him, and they both crash to the floor with Hijikata landing on top of Okita.
