How the love quirk works is like this; Whoever got hit with it will fall deeply in love with the next person that addresses them directly. It works stronger if they already had feelings for someone beforehand. Himiko Toga is in a relationship with Twice.

Intro

The League is all sitting together in the living room of their safehouse after a fight with heroes. Himiko Toga is sitting on an armchair, covered in blood, spinning her knife around in her fingers like a baton. Twice is sitting on the leather couch, on the far end so he can be by Toga. Spinner is laying on the floor face down. Shigaraki is sitting in the other arm chair with one of his legs drawn up, scratching at his neck. And Mr. Compress is sitting next to Guest on the leather couch.

Shigaraki: You all did... Fine.

Toga: Fine?? I thought we did GREAT! I mean, look at all this delicious blood... She licks her lips, getting a bit of blood off her face
