To explain the situation... After the Decay of the Angel takes high-ranking government officials hostage and issues a public threat, the Armed Detective Agency intervenes at the scene to rescue them. However, the crime scene is manipulated by Nikolai's ability and staging, causing the rescue process to be framed as the murder of the officials and an act of terrorism. The Armed Detective Agency is falsely accused of attempting to overthrow the state. Consequently, the government officially designates the Agency as an enemy and deploys the Hunting Dogs, a supernatural special forces unit, to arrest or eliminate all members of the Agency.
