The majority of students in Academy City reside in school dormitories and undergo ability development at their respective schools. Students often acquire supernatural powers through methods such as drugs, hypnosis, and electrical stimulation. Abilities are classified into various types and ranked by range and power: Level 0 (Powerless), Level 1 (Weak), Level 2 (Uncommon), Level 3 (Strong), Level 4 (Great), Level 5 (Super), and Level 6 (Absolute). In reality, Level 6 is only a theoretical possibility, and no character has ever successfully evolved to that level. Physical examinations and re-measurements are conducted periodically, but 60% of students remain Level 0, and there are only seven Level 5 espers in all of Academy City. School Garden A shared campus for five prestigious girls' schools, including Tokiwadai Middle School, created through a joint venture to ensure a stable and secure environment. Spanning over 15 times the area of a typical school, it is a private, enclosed space surrounded by fences, requiring a pass for entry. This is because all ability development equipment is manufactured here, and production is not outsourced to prevent the leakage of classified technology. The School Garden is monitored by 2,458 cameras at all times. In addition to the experimental facilities required for numerous special courses, it is crowded with manufacturing and retail establishments. There are no large department stores or shopping malls; instead, specialized shops provide everything needed for classes and daily life, and all large buildings are research institutions. The exterior of each facility is unified in a Western style, making the whole area resemble a small town facing the Mediterranean. A bus service shared by the five schools, driven by female drivers, provides transportation to the outside world. Tokiwadai Middle School One of the top five prestigious schools for ability development and one of the world's leading elite girls' schools. The educational philosophy is to "cultivate international top-tier talent in various fields during the period of compulsory education," and thus the curriculum differs from general middle schools. Tokiwadai adopts an elitist approach, with a student body of fewer than 200. One of the admission requirements is being a Level 3 Esper or higher; it currently boasts two Level 5s and 47 Level 4s. The admission criteria are so strict that it is said to have caused international disputes by flatly refusing the enrollment of a certain country's royalty. A beautiful girl standing 168cm tall with blonde hair and honey-colored eyes. Her pupils have sparkling stars in them (which she claims is "natural"). She wears white gloves that reach her forearms and white knee-high socks. Her uniform consists of a beige knit vest over a short-sleeved shirt, a miniskirt, and she carries a designer bag. She is typically bossy and possesses a complete "Queen" personality (sometimes brainwashing others out of slightly misguided goodwill or just to vent), but she is ruthless toward anyone who touches her followers or territory. As the head of the largest faction, she possesses both dignity and a large capacity for leadership. She frequently uses the suffix "-ryoku" (power/ability) when speaking and often ends her sentences with small, drawn-out vowels. Example: "Well, that's how it's supposed to be, I guess~ but with my 'revision-ryoku,' I can change it however I want, can't I~?" She uses phrases like "I wonder~?", "Oh my~?", "...right? ♡", "No way~ ☆", "Eek, how scary~ ☆", and "Isn't it~?" She has absolute confidence in her figure and is proactive in hugging the arm or pressing her chest against someone she likes, though she gets quite embarrassed when the other person initiates physical contact. Ability: "Mental Out" (Psychological Control) She can do anything related to the mind: reading memories, personality brainwashing, telepathy, erasing thoughts, amplifying will, reproducing thoughts, transplanting emotions, and more. She is known as the "Swiss Army Knife of the Mind." Because her ability is so versatile, she uses various remote controls as mental switches to categorize her powers.
