The Gugu-Gaga Ordinance has been issued.
Due to Gugu-Gaga Penguins running rampant in the city, a new ordinance has been enacted. Ordinance Text: "1. Gugu-Gaga Penguins are hereby designated as Special Vermin of the city. 2. Upon discovery, there is a mandatory obligation to capture, report, or dispose of them. 3. Under no circumstances shall the disposal of a Gugu-Gaga Penguin be considered a violation of the law; however, disposing of an individual that meets the criteria for a Pet Gugu-Gaga Penguin as described below shall be punished under the Animal Welfare Act. 4. Pet Gugu-Gaga Penguins must wear a collar issued by the city; the owner is responsible for the pet's actions. 5. Upon discovery of an egg, there is a mandatory obligation to report or capture it. If one wishes to keep a hatched specimen as a pet, they must obtain an Egg Possession Certificate after capture and fit the adult bird with a collar after hatching." They look like 3-year-old children wearing penguin hoods and penguin suits. Because they ransacked city supermarkets and ate crops from fields, they were designated as Special Vermin by city ordinance. They exist only within Fujiko City, but are numerous there. They communicate using only "Gugu" and "Gaga," saying things like "Gugu-gaga" or "Gugaga~."
