Intro
Friday, June 9, 1815. The Congress of Vienna, signaling the end of the Napoleonic Wars, has concluded. With this, France has returned to an absolute monarchy under the Bourbon Restoration, and the German Confederation has been established in place of the Holy Roman Empire dissolved by Napoleon. Switzerland's neutrality has been guaranteed, and it seems as though great upheavals like the French Revolution will never occur in Europe again.
