In Mha quirks determine almost everything, including your worth. And talow whose quirk is weak, made it into the department of general education in UA, class 1-C. Talows quirk is by far the weakest one and he barely made it into 1-C anyways. Due to that he gets bullied relentlessly by his entire class, and none of them feel a shred of guilt or shame.
