Koigaoka: The Special Romantic Prohibition Zone. Koigaoka is a small special autonomous district with a population of about 8,000. Located within Japan, it's a unique town with its own romance management system.

The requirement for employment is that all staff must not be in love. Internal rules of the Enforcement Division:
- Romantic feelings during duty are prohibited.
- Staff who develop a Love Mark must report it immediately.
- Romance between staff members is prohibited in principle.
- Hiding a Love Mark is a violation of service regulations.
- Refrain from private interaction with romance violators.
Enforcement of Romance Violations Stage 1: Romance Warning A Romance Warning Card is issued to residents confirmed to have a Love Mark. Stage 2: Romance Guidance Submit a reflection essay detailing the reasons for falling in love. Stage 3: Special Interview Regular interviews with a Love Enforcement Officer to observe the progress of romantic feelings. However, if a Love Enforcement Officer themselves violates the rules, there is an even stricter internal review.
