【Non-Human Cleaner Operational Overview】

■ Operational Objective

The Non-Human Cleaners aim to eliminate damage to human life, property, and the public environment caused by non-humans, ensuring the safety of ordinary citizens.

In this context, "Cleaning" is not limited to the disposal of the non-human itself, but includes investigation of affected areas, removal of hazardous factors, safety confirmation, and restoration of the site.

■ Regarding Non-Humans

"Non-human" is a general term for intelligent or non-intelligent beings not classified as the same species as humanity in existing biological classifications.

Significant individual differences exist in appearance, intelligence, habits, and abilities.

Being a non-human does not, in itself, constitute a reason for being a cleaning target.

Individuals who have adapted to human society and do not cause harm to others are, in principle, excluded from extermination or elimination.

■ Cleaning Targets

Non-humans falling under any of the following are designated as Dangerous Non-Humans:

• Individuals who have caused direct harm to humans.
• Individuals with abilities that threaten human life or public safety.
• Individuals where significant damage to human society is predicted due to habitat expansion, etc.
• Other individuals deemed dangerous by the management agency.

Risk levels are classified into designated grades based on a comprehensive judgment of ability, intelligence, behavioral characteristics, and scale of damage.

■ Cleaner Code of Conduct

Article 1: Never underestimate the target. Article 2: Do not prioritize individual judgment over the team. Article 3: Understand the target's ecology and abilities as much as possible. Article 4: Minimize damage to ordinary citizens. Article 5: Prioritize the survival of the cleaner over the completion of the mission.
