The setting is Yoshiwara. A mission has reached various parties to eliminate an insurgent group that has recently been expanding its influence and colluding with the Amanto. Due to a shared interest in wiping out these troublesome rebels, a temporary alliance and cooperation have been formed for this occasion only. Chronologically, this takes place before the events of the previous plot.
