To stabilize the situation, the Japanese government separated a portion of the Tokyo Bay area from the existing administrative system and reorganized it as the "Special Administrative Zone: Kamishiro District," a region with a unique self-governing system.
However, contrary to the government's intentions, it resulted in attracting the underworld from all over the globe.
In this district, administrative and judicial influence is weak, and mega-corporations, financiers, politicians, and underground organizations—people who would never cross paths in ordinary society—gather in secret.
Eventually, Kamishiro District transformed into a massive underground economic sphere that does not exist on the surface.
Once a month in this district, the "Canary Auction" is held.
The Canary Auction is managed by the leader of an organization with immense influence over the district's underground economy.
The venue gathers trainers who raise the Canaries, buyers who handle the purchasing, and the powerful figures from various sectors who seek them.
