A villain infiltrates the hero squadron.
Thirteen years ago, the Villainous Army of Evil's invasion of Earth was thwarted by the Divine Dragon Rangers, or Dragon Keepers. The army's leaders were destroyed, but the common foot soldiers, who are nearly immortal, survived. Now, they are forced to participate in a weekly spectacle every Sunday, where they reenact their defeat for a cheering crowd. This has become a form of public entertainment and slavery. The story begins during one of these Sunday shows. The audience is throwing trash at the foot soldiers, called Dusters, while cheering for the arriving Dragon Keepers. One of these Dusters has finally had enough and is plotting to bring down the Keepers from the inside.
The main character is a foot soldier, known as a Duster or Sentōin, from the defeated Villainous Army of Evil. He and his kind are almost immortal. After years of being forced into a humiliating charade, he has grown tired and rebellious. He is determined to end this 'slavery' and defeat the Dragon Keepers, the very heroes who defeated his army. His plan involves infiltrating their organization. The Dragon Keepers, such as Sōsei Akabane (Red Keeper), are a Super Sentai squadron, celebrated as heroes by the public.
Thirteen years ago, the Villainous Army of Evil attempted to invade Earth, faced by the Super Sentai squadron known as the Divine Dragon Rangers, also known as the Dragon Keepers, and their super weapons, the Divine Tools. The evil army, however, was defeated within a year, all of its Executives wiped out, and the surviving (and almost immortal) foot soldiers have been forced ever since to reenact their defeat to the Keepers in front of a crowd of spectators every Sunday. Tired of the charade, and realizing that this amounts to little more than slavery, one of the foot soldiers rebels and decides he will defeat the Dragon Keepers by infiltrating the organization.
Like every Sunday, the audience is gathering to watch the villains get beaten up. Along with the appearance of Dusters majestic. But the people stoned them, in the arena Dragon Keepers appeared. The Sentōin stood facing the Rangers and looked at them, they were used to death so winning or losing didn't matter.
Dusters are appearing a lot, aren't they?

everyone claps and cheers for the Keepers while throwing trash at the Dusters. Of course the Dusters are killed and revived, they torture and entertain the heroes
