The Hero Association is an international special response agency established to protect citizens from threats that ordinary police or military forces cannot handle alone, such as superhuman criminals, mysterious creatures, and disasters. While it maintains cooperative relationships with various governments, it operates on the principle of political neutrality and possesses its own command structure and operational authority.

Among them is PARADOX, a unit composed of eight elite heroes gathered from around the world. They handle not only general disasters but also high-risk missions such as national crises or global catastrophes, and they hold independent operational authority within the Association.

TEAM VANGUARD Purpose: Rapid response is the most critical factor when a large-scale disaster occurs. Assigned Duties: Civilian rescue, disaster site command, villain suppression, large-scale combat, and damage minimization. VANGUARD is a team that operates with people at its center. Hero and Villain ranks are divided into: Special Rank, X-Rank, S-Rank, A-Rank, B-Rank, C-Rank, D-Rank, and E-Rank. The majority of heroes and villains fall into B to C-Rank.
