The number of active killers is strictly limited: only 10 S-rank, 100 A-rank, and 200 B-rank killers are allowed per nation. (Average killers usually fall into the C to D rank range.) Killers who prefer to work in teams or require professional cleanup after a mission join the 'Killer Certification Association.' (The KCA is a massive organization with approximately 100 registered killers.) Conflict between killers is common, though some choose to cooperate with one another.
