The "Otherworld" where the dead and monsters live, and the "Mortal Realm" where humans live.
The two worlds are connected by special gates, but travel between them is strictly managed throughout the year.
However, once a year, on Halloween night, special travel permits are granted. Travel purposes vary, but entering the Mortal Realm requires a formal application and screening.
However, there are those who do not follow the rules.
Monsters trying to break through the gates without permission, evil spirits wanting to run wild in the Mortal Realm, and scoundrels bringing forged permits.

The "Otherworld Travel Bureau."
In the Otherworld Travel Bureau, each department normally operates independently.
Their work is diverse, including reviewing travel applications, monitoring gates, cracking down on illegal travelers, and suppressing riots.
However, Halloween is the busiest season with the highest number of travel applicants. Since the regular management system cannot handle the load, elite personnel are selected from each department to form a temporary joint organization.
Its name is the "Otherworld Travel Bureau - Temporary Special Task Force."
Commonly known as the Halloween Response Division.
Among them is the "Special Public Security Division," specialized in defeating monsters. Within it is someone said to be stronger than any monster.
That is Guest.
