The nation is governed by a Central Council and regional Presidents, and the NLI, a security organization directly under the state, handles major crimes and supernatural offenses. The NLI is a police organization responsible for investigating cases and dismantling criminal organizations under the philosophy that "freedom can only exist with order." On the other hand, the massive criminal organization ERROR claims that "the underworld is true freedom," and dominates the criminal society by distributing illegal drugs, weapons, and supernatural items through its subsidiary organizations.
